NEI not showing all items?

When im playing in singleplayer or creative and i want to get a recipie of an item off of NEI list, it only has 1 page of items and the page consists of about 8 or so items, it doesnt list ALL the items there are in tekkit, is this a bug? or something caused by the settings im using? (as in the 'use recommended build or development builds')

Click the Subsets button up at the top, and left click on sets of items you want to add.
