technic launcher not doing anything

Antivirus Program: avast

Description of Problem:

I downloaded the latest technic launcher double click it, window pops up saying its checking the version with an update bar, it fills the window closes and thats it nothing, it just dosnt do anything else nothing runs nothing goes on

Yes, I downloaded the 64-bit of java and I uninstalled the 32-bit. Made no change.
