Transporter plugin

Does anyone know what the Transporter 'Support' in Tekkit 3.1.2 is?

Is the plugin included in the server jar? (Doesn't look like it)

Did the client get patched to do seemless transporting (I thought that needed a proxy running serverside and that no current proxy is fully compatible with recent minecraft builds (not even 1.2)

I've run it on CraftBukkit before using craftproxy, but that needs users to run a jar and setup the actual server in there and connect to their own localhost etc. So I'm just wondering what they mean by 'support'. If anyone knows just what it is that was done, what files are changed and where I can have a look at them, I would much appreciate it.

Edit: I did find 1 post about Transporter, but that's about purely local issues as far as I can tell. I am talking about the inter-server stuff specifically.
