cannot connect to my tekkit server

Description of Problem:

i can connect using my internal 127.0.0.1 ip. but as soon as i try to use the ip my isp gives me, it says it timed out. same problem the users are having. i am not using hamachi and i have the default port forwarded. this is a recent problem and i didnt know if this is minecraft/tekkit related or network related. i have not been able to find anything about this problem. i didnt know if this is the launcher not connecting properly or if it is indeed a server or if it isnt a launcher problem then ill look elsewhere.

That error message is normal, as it's a custom CraftBukkit build. This sounds like a network problem to me. Are you certain you were given a static IP? Does your router have IP display you could look at somewhere?
