LoadLibrary failed with error 1114: A dynamic link library (DLL) initialization routine failed

When I try to launch anything from TechnicLauncher I have this problem "LoadLibrary failed with error 1114: A dynamic link library (DLL) initialization routine failed."

I don't have this problem with any other program, neither normal minecraft.
