Launcher wont even start; cant find the version of runtime

Launcher Version: Trying to install tekkit, for the first time, through launcher/technic version 3.1

Operating System: windows xp 5.1 32 bit operating system

Java Version: java 7 update 5 / jre X86

Antivirus Program: Norton

Description of Problem:

Everytime i try to run the launcher it crashes saying " Unable to find a version of the runtime to run this application". I have restarted my computer at least 5 times, uninstalled java, and attempted all of the above with and without antivirus. I have tried to extract the .jar to a new folder and then attempt to run it, but windows xp either doesnt have that feature or i just have no idea how to do it. Any help is much appreciated.

Install the .NET Framework, and see what happens. Versions 2, 3.5, and 3.5 SP1 for starters. Then restart. Then disable Norton while you're downloading.
