the launcher says Checking Launcher Version then it quits the program automatically everytime

Launcher Version: i think its 3.1

Operating System: windows 7 64 bit

Java Version: Java SE JRE Windows x64

Antivirus Program:

Description of Problem:

When i launch the technic pack laucher it quickly shows the pop-up saying Checking Launcher Version and it quits.
