Title: Others can't join server after I have joined/left

Java Version: Java 7 Update 5 64-bit

Description of Problem:

When I start my tekkit server up, my friend can freely connect and disconnect, and while I am online for the first time after restarting it, he can connect. But once I disconnect and he tries to connect, he cannot connect at all. The server that I play from is not the same computer that the server is running on.

I have tried uninstalling and re-installing Java, I also reformatted the computer that the server is on.

It seems that somehow my client is messing with his ability to connect.
