launcher download fail

Launcher Version: what ever the direct link is

Operating System: windows

Java Version: java se

Antivirus Program: macafee

Description of Problem:

Java SE Development Kit 7u5

Error Messages:

application errer..... "The application failed to initialized properly (0xc0000135). Click on OK to terminate the application"

i'm not sure why but for some reason the description is what i put for java, but pretty much i cant download the launcher. right after i click run that error message pops up and i cant download anything.

Install the .NET Framework, versions 2 and 3.5 at least. It's at www.microsoft.com

3.5 works though. do i need 2.0?

it just loaded to 100% but nothing else pops up. nothing on desktop computer documents anywhere also i'm not to sure what its for but sometimes wghen i go to download it the technic launcher OSX folder pops up instead of the option to run. whats that for?
