Description of Problem:

Tekkit refuses to update to 1.3.2 even though it shows it can be retrieved. It doesn't even acknowledge an update is needed. I tried to re-download the launcher but that didn't work. I tried to download the file itself but I don't know how to replace the file manually.

You might be thinking of 3.1.2, and that will only appear if you scroll up on the scroll bar in the version select area. Of course, it's already the recommended build, so clearing your cache and setting to always use recommended builds will probably fix it. I use manual build myself, simply because I don't want to slip on the update button and have to fix it down the road.
