Launcher freezes on logo

Launcher Version: Latest

Operating System: Windows 7 home Premium , 32 bit

Java Version: jre 7 u5 32 bit

Antivirus Program: Norton 360 premier edition. yes i have tried to disable it. doesnt help.

Description of Problem:

yesterday i started up my technic ssp game and found i was getting some really bad lag spikes so i decided i would re-download the launcher and the files as that worked before. however, when i did that, the launcher exe was downloaded but when i went to start it and download the rest of the files it just froze on the "technic pack" logo. i have tried just about everything i can think of. checked i only have 1 version of java, backdated, reinstalled, checked the bit version, i even did a system restore but nothing has worked yet and im really starting to get annoyed. the only alternative i could think of is if there was something wrong with the technic servers. anyway any help would be greatly appreciated. =) thanks

none whatsoever however when i tried to login the day i got the lag spikes i couldnt connect to the technic servers but it didnt worry me.
