No Item Plugin Permissions Not Working

Ok, so i just go the no item plugin on my tekkit server. I want to make it do the group noob on my server has the item nuke banned. I put this in the permissions noitem.nocraft.nuke.237 it still lets them craft it! I have no clue on how to fix this please help me,
