Redpower tools problem.

I started a Tekkit server today with no incessant problems. I installed the spoutplugin along with another plugin called SMP_Hardcore(which incites greater difficulty by introducing dire consequences on death in addition to a finer revive method). Soon after I began mining, I found various gems implemented by redpower. I equipped myself with a ruby pickaxe and immediately noticed a delayed response from the blocks I mined. I quickly switched back to a stone pickaxe to attest a timely response. From my uncertainty I issued pickaxes and shovels of all three gem variants to further produce suspicious results. I come here inquiring as to why I'm experiencing this. Moreover, means to resolve this predicament.
