Title: Waterproof pipes bug

Version: 3.1.2

OS: Windows 7, windows XP

Java Version: V7 update 5

Description of Problem:

When logging off, or restarting server, sometimes a section or more of waterproof pipe will not let water flow, causing combustion engines to explode, even with 4 water pumps piping into a tank, and 3 redstone engines pumping it out of a tank to two combustion engines powering 2 refineries, will still explode , I can even see the water tanks still filled with water, from the pieces of water tank still left over after the explosion filled with water, I've found a section of this non fuctioning pipe before, and fixed it by removing and replacing the pipe in exactly the same place.

Seems to happen way more often with stone waterproof than cobble, but still happens.

I have been battling with the same issue. My combustion engines keep explodin even though they are fed with sufficiant amount of water. However that might be a bug with the engines themselves, because the water flows in properly then after a while the engine stops accepting water and the only way is to pick up and replace the engine.

1) Yes, always.

2) Have no engines running any more so can't test it atm and the log did not reveal anything from previous explosions.
