Downloading stops on 99% on Balkonsweponmod on technic and tekkit

Java Version: 6.30 i think

Description of Problem:

Ok, so I have been searching through this site the past week trying to find an answer to this and to try help but so far no post i have seen helps me.

I click the launcher and it asks to update and i click yes, it says its downloading and the progress bar is going, it gets to base mods and finishes that, after that it starts downloading balkonsweponmod-v8.6.zip and as soon as it hits 99% it freezes and after a minute it says '99% Download failed'

I have seen similar problems on here and many of them suggest downgrading java (which i have) or disabling your antivirus and fire wall or making exceptions in them for the launcher, which i have done.

I had technic and tekkit both working fine up until the last update, since then they both keep failing to download that last one percent.
