Always Creativ on joining my Survival Server

Title: Always Creativ on joining my Survival Server

Description of Problem:

I have made a Survival Tekkit Server, every Player that joins gets Survival-Mode.

If I join the Server (im not OP) i get Creative-Mode (but cant Fly), so i give me Survival-Mode (gamemode 0) from Console and it tells me "2012-09-13 11:45:53 [iNFORMATION] Palancon already has game mode 0". Ok so i give me Creative, then Survival again, it works i have now survival-mode. After loging out and loging in again, i get the same problem, im in Creativ-mode without flying instead of Survival mode.

Please help me, i try to fix the Problem since a week and cant find the fail.
