Title: Chunks not loading for anyone except local client

Description of Problem:
Some of my server users reported chunks of the map not loading, I went there and I can see everything fine (using a local MC client). I teleported a couple other server users over and none of them could see it. I moved inside the areas that can't be seen by others and and they DC'ed straight away. I've tried stopping and starting the server with no change.
