Help With Banning Items

Alright so i have been trying for a couple of hours, searching many threads, and they all seem to have the same solution to banning items. Whether it be modifyworld and pex, or TekkitRestrict. BUt none of those options are working for me. Here is my permissions file if you can help me with any errors. Any help would be apreciated.
