Launcher fails to connect to internet

Launcher Version: 1.0.2.0

Operating System: Win7 Home premium 64bit

Java Version: 64bit 1.7.0_07-b10

Antivirus Program: AVG free

Description of Problem:

When I open the launcher, it starts checking launcher version, but after a few seconds it will give an error

Error Messages:

Unable to download launcher. Please check your internet connection by opening www.techniclauncher.net in your webbrowser.
