Friend can't connect to my server

So I have a little big problem. When I launch my server I can join it but my friend can't. I know that my ip is static and I know that I don't need to port foward (I did it once). So i don't have any idea how to solve this problem. I also read some similar posts but they weren't very clear for me. And i have Windows 7 32-bit so maybye it's because of my windows? And when i tried to make a minecraft server (without mods or anything) my friend could join it. So i hope you guys will help me
