Title: World not rendering when using certain blocks

Description of Problem:
Whenever i use any red power blocks like timers/sequencers etc, or too many energy collectors/relays, the world doesn't render properly, it will only load a few chunks around me and then it will stop unless i walk over other chunks. I had 2 collectors and 1 relay working just fine, however when i added more it stops just like with timers etc.
If i remove the timer/collectors etc and rejoin the server it normally fixes it, however sometimes i have to restart the server for it to work, and if i place them again, the next time i rejoin it will do the same thing so I'm forced to remove them and put them back every time.
This affects my friends too, and i tried joining my friends server, and it does the exact same thing. I thought it could be too many machines/redpower blocks etc making it stop, but even if i use only 1 timer powering 1 filter doing nothing it still does this. Also it makes the world render very slowly at first, but eventually just stops after loading a few chunks around me, and changing render distance doesn't affect it.
