Missing some elements on my server

Title: Missing some elements on my server

Version: 3.1.2

OS: Windows 7 home premium

Java Version: java 7 update 9 (64 bit)

Description of Problem:

So i been running a tekkit server on my home computer but im not getting all the elements that should be there, I.E. ruby, saphire, oil, stuff like that. Is there a file folder i need to replace that might fix this? I try deleting and adding the mods folder again but that didn't help. Im not unfamilier with stuff like this but im really at a lost here. Oh, and before you ask, yes java is updated and i am using the right one lol. (seems to be alot of the problem with most this stuff, but i assure you its not a pebcak problem)

For non-vanilla blocks to be generated the mods need to be installed and working at world generation. So, if for example you were to take a vanilla world and pop it into a tekkit server none of the above would have been generated in chunks that already exist but would pop up in newly generated chunks. If you arent getting any errors on server startup try going into creative, fly over somewhere you haven't been before to generate fresh chunks and seeing if there are any oil wells kicking around.
