Repeatable request quests not working

The supplier quests for Emergency Rations, Trees, Seeds, and Mobs seem to be unrepeatable.  The tool tip says completed and cooldown in 4 hours, but the timer does not seem to be counting down. Specifically, the "Claim Reward" button is missing. I am in a party of 3 and the settings for quest rewards are on shared. This only seems to happen with the supplier. Requesting bone meal from the instructor is fine.  Any ideas on how to fix this?
