Technic Launcher will not start

Hello and thank you all for your help.  I have downloaded the Technic Launcher and installed the current release of Java (Java 8u161 x64 and x32).  When I attempt to run the launcher it literally does nothing, the mouse cursor spins a second and then nothing.  No splash screen, no error message, I don't see any process show up in the process explorer...it just does nothing.

Any help is appreciated, thank you!
