Launcher Version: latest one out

Operating System: i3 processor, 500 GB HDD, intel graphics card 4000, 4 GB DDR3 memory.

Java Version: version 7 update 10

Antivirus Program:

Description of Problem:

when I try to download technic launcher for windows it comes up with ' cannot check launcher version, the launcher is currently open.
