Technic downloads the mod pack as normal minecraft

I recently made a custom modpack for me and my friends server and whenever I download it from technic it acts as if nothing was given and just downloads normal minecraft. I've set up configs and put in forge.

I'm hoping I can find an easy fix thanks to you guys
