Modpack not launching forge

My first modpack is just launching vanilla minecraft when launched. I've checked on other forum posts and even compared the pack files with voltz and tekkit files to see if there is anything i'm doing wrong. I have found nothing. As far as I can tell, the file structure is fine, and the config is good (I redid it twice)
The modpack is for minecraft 1.12.2
Please help!

I consulted a previous forums post posted today and downloaded the latest 2019 version of forge. All is well!
