How do I change which hard drive technic is installed to?

Description of Problem:

I installed Technic originally on my HDD/D drive just a few hours ago. After freeing up some space on my SSD/C drive, I decided I wanted to move it there. I tried a multitude of things, such as just copy pasting it, or deleting the entire thing and reinstalling it, but it kept downloading on my HDD/D drive. 

Looking on the forum, I didn't really see anyone experiencing the same issue except from two instance from 2012 and 2014, one of which wasn't solved, and the latter of which says the launcher should ask you if you want to install it anywhere else, which it doesn't for me.

Secondly I ran into the issue of the launcher simply not wanting to download anything at the beginning. I fixed this by running it as an administrator, which let it work.

Are these related at all? Could the issue with running it as an admin cause the first issue? Any help would be greatly appreciated. Thanks!
