Server won't run

Title: Server won't run

Version: 3.1.3

OS: windows 8

Java Version: Java 7

Description of Problem:

I start my server and it loads all of the mods before giving me this error message however there is no other servers running on this ip. I really need help as my friend is spamming my texts saying : "Run server" "SERVER ON NOW" "_____, RUN THE F**KING SERVER NOW!!!"

Error Messages:

**** FAILED TO BIND TO PORT!

The exception was: java.net.BindException: Address already in use: JVM_Bind

I had the same problem, to fix it you have to go into "server.properties" inside the server folder, the problem is on "server-ip=", there should not be any IP there. Remove it and try to run the server.
