Decimation Server

I've had this problem for a long time now and I can't seem to solve it. I am using this modpack https://www.technicpack.net/modpack/decimation-official-mod.1150759 and some players on my server aren't able to shoot at anything. Players, mobs, nothing. I've asked a lot of people, on the discord, on the forums and no one can give me an explanation nor a way to fix this. I've even asked other players that have servers running how did they do it, but none of them was willing to give me an answer. I've tried everything I could think of and yet no solution. Please if you know a way to fix this or have any suggestions on how to, reply.
