Title: Quantum and Gem armor not working for non-ops
Version: 3.1.2
OS: Windows 7 and 8
Java Version: Java 7 update 10 (32 and 64 bit)
Description of Problem:
Basically, as an OP I can use the effects of Quantum and Gem armor, but no matter what we try non ops can not sue effects of either of these, we have checked perms and plugins and we cant see whats causing the problem
