[Help]Plugin in a Server Voltz

It's my first day and I have already done two questions, but go next:

While I am visiting the forum ,I saw many server "deluxe" with PLUGIN. Then I ask if you say me how make a server voltz/tekkit or however modpack of technic with plugin, because if I put any plugin in my server, the server don't load the plugin.

If someone say me how do, I would be grateful
