Tekkit Lite Server Setup

Hey guys! I've set up a Tekkit Lite server. Everything seemed to work just fine right out of the box. However, I'm having the issue where people who are not OPs cannot place blocks or interact with the environment in any way.

I have read the sticky about ForgeEssentials and the whole permissions setup.

My problem is this: there is no folder, mod, or coremod with a name having anything to do with ForgeEssentials. This is as simple as it gets. I downloaded the server zip file for 0.5.1, extracted it to a folder on my server's desktop. Right out of the box, there is nothing related to FE.

I editted "ops.txt" and put my username in there. Logged into the server and I can play just fine. When a friend joins, they can't do anything unless I make them an OP.

Any ideas as to what I can do to fix this given that the "out of the box" Tekkit Lite server isn't downloading/installing anything related to FE? I don't want everyone on the server to be an OP, obviously.
