I've tried google searching this and tried figuring it out in game for a long time and for the life of me cannot figure it out. I've tried activating it, charging it, nothing seems to work. Also freezing nearby water also does not work. This is in SMP, I did try a little bit in ssp but not a lot of troubleshooting.
