Mods Missing or must have to play on server

Operating System: Windows 7

Java Version: Up to date java 7 update 13

Antivirus Program: AVG

Description of Problem:

Why the hell ever time i try and play tekkit i have a problem first it was just crashing on start up now its saying that I must have certain mods to pay isn't that what the launcher is for to install these files. Anyway it says i don't have all the mods to play on the server. Yes i try delete and restarting the hole process about 50 times, looked on Google, look all over forums can someone please tell me how to deal with this bloody problem. Thanks

1.Wrong section, this is for launcher errors not for tekkit errors.

2.You must have the correct version. If the server is running 3.1.3(dev. version) and your running 3.1.2(rec. version) it wont work and vice-versa(3.1.3 client wont connect to 3.1.2 server)
