Quarry not working in Towny?

Hey guys,

Someone reported to me today that quarries aren't working in towns on my server, so googled it and followed the suggested "fix" found here: http://www.mcportcentral.co.za/index.php?topic=1824.0

I have the latest version of Towny and PermissionsEX and running Tekkit Classic 3.1.2

Couldn't find much else on google hoping someone here could help, but please note I'm new to server hosting so still learning
