can't open technic launcher

Operating System: windows 7 32bit

Java Version: 7u13

Antivirus Program: avg

Description of Problem:

i try to open technic launcher

and i get this

this i tryed already:

-reinstall java

-deleted techniclauncher in %appdata%

-deleted the file .techniclaucher in %appdata%

-clear cache

i don't know where i my problem or what i do wrong

i try to delete the techiclauncher in the %appdata% aggain and i get the following error : can't make connection with external sever

ok so i have 32bit version and i use the .jar already what i have to do to make it work ?
