Factions not working in server 3.1.3

Hello guys im trying to get factions working on my server and i appear to be having issues, the main issue is it is not working

Does anyone else have this issue or am i just unlucky and if you are not having the issue can you please tell me what version on factions you are using

And i also just realized quarrys are not working

same problem... i have a tekkit 3.1.2 and the perms for my factions are all set up perfectly but the users can't do anything faction wise
