How to edit command permissions in Tekkit.

I am very new to minecraft, but not entirely new to coding so I have some basic knowledge. I've tried installing Essentials and The permissionsEX plugins, but whenever i run my server with them everyone (including me) can't interact or destroy anything. I'm trying to set it so that regular players can use the /sethome and /home Can someone explain to me how I can do this? Thanks.
