fire spread disabled yet still spreads

I'm running a Voltz server 1.4.7 and I'm using world guard to protect things. I disabled lava and fire spread but fire still continues to spread. I also tried setting region flags to disable it but it still didn't work. I need some help how else can I disable fire spread?

Here is my World Guard config:

My other plugins are Essentials, Chestshop, Combatlog, PEX, World Edit, Vault.
