Screen is off so it won't load the launcher ?

Launcher Version: 195

Operating System: Ubuntu 13.04

Java Version: Java 7

Antivirus Program: None.

Description of Problem:

The launcher looks off for some reason, like, the whole screen of the launcher and everything is moved an inch upwards. I could post pictures to show you what I mean if its requested.
