Issues with Modifyworld on server

I'm having some problems with Modifyworld on my Voltz server. The server is for Voltz 1.0.11. I have PermissionsEX and the default group only has the permission - modifyworld.* but when I log onto the server I can't place or break blocks it doesn't even give me an error saying I'm not allowed to do so. Also I can't talk in chat, nothing displays when I type something. If I'm OP everything works but I want other people to be able to play on my server as well. Please help me
