Players carnt break blocks or pick up items

Hi,

I have just let a few player onto my server although they are complaining that they cannot build or pick up any items. I seem to remember to have seen players building before although I have recently installed modify world. I thought that this may be the problem although I removed the plugin although they still cannot break blocks.

Any help would be much appreciated,
