cant manually access the launcher without redownloading it and confusion

Operating System: a hp laptop with a additional screen, i cant seem to find the name ill reply the name once i find this hopefully it wont leave you blanks

i got the new technic launcher but i cant update to 1.5 on it or cant run it without downloading it again which i annoying im not sure if its a java issue or something i need answers so i can play tekkit and manage my own server
