Getting hardcore lag spikes

Hello. I keep getting really bad lag spikes on my server. I read up on what may help and it said to update my Java and I did and I'm still lagging. I re installed the launcher and updated it completely.

Has anyone else have this problem? because I cannot figure how to fix it.
