Help With my modpack being vanilla at startup

Ok I know there are TONS of forums on technic forums about this problem because it is very common. But, I have literally looked at all of them and have found nothing so please don't just give me a link to one of the solved ones

As you can tell by the title, My custom mod pack is loading up as vanilla minecraft. I have tried everything posible. The Things I have tried are as follows:

1. making sure the forge .jar is labeled "modpack.jar"

2. making sure I have all the folders the right names

3. "hosting", my modpack.zip on dropbox.

4. Making sure the mod pack file is actually .zip

5. Making sure all the mods work together

PLEASE HELP ME FIND THE PROBLEM!!!!!!!!!!!!!!!!!

EDIT: I have also noticed that forge does not even load when I start the modpack
