Cannot start various modpacks (Tekkit Classic) due to failure to download minecraft.jar

Launcher Version: 1.0.1.3

Operating System: Windows XP Home Edition x32

Java Version: Build 1.6.0_29-b11

Antivirus Program: PCTools Free

Description of Problem:

I open the launcher, select modpack, enter login info. The Mini Console says "Searching for Tekkit update..." then "XX% minecraft.jar" loads to 100% 3 times and gives an error prompt. I have cleared cache, disabled antivirus, deleted .technic[launcher] folders & redownloaded, and everything else. This happens to all modpacks.
