Error Downloading; wont download from dropbox

So, my story begins at the tutorial on the technic website (http://www.technicpack.net/article/view/building-your-own-modpack.7)

after I tried that, it didnt work. I looked on a few YouTube videos to try to figure it out. No go.

So far I have used DropBox, Google Code and Drive. Nothing so far has worked. I get a downloading error that says it cant find the URL, and I looked in the AppData for it and there's no files from the .zip.

AV: Symmantec (although I disabled it)

MC version: 1.5.1
