Start new launcher, does nothing

Launcher Version: 246

Operating System: windows 7 pro

Java Version: 7

Antivirus Program: Avast!

Description of Problem:

I downloaded the new launcher but after running the file from my downloads I was greeted with nothing other than a quick glimpse of the logo and name and then nothing. I admit I am not the most technically savvy but I can't help but feel something else should happen. I have disabled my anti-virus (avast!) and still nothing. after uninstalling avast! completely and retrying I am getting a little lost. I re-downloaded the new launcher from the site but still nothing. I have had no error messages since the program isn't actually doing anything and I am uncertain as to whether the logs refer to the old launcher or the new. While I had the old technic launcher installed I deleted it and all it's files but didn't do a permanent delete for fear of losing it forever. Any advice would be very welcome please...
