Cannot download ANY modpacks

Launcher Version: launcher build 253

Operating System: Windows 7 64-bit

Java Version: Version 7 Update 25

Antivirus Program: Kaspersky Anti-virus

Description of Problem:

I can't download any mod packs through the Technic launcher, not even vanilla minecraft. I've tried updating java and my operating system as well as uninstalling, deleting, and re-installing both java and my Technic launcher, but it keeps giving me the same problem.

I get this error when I try to download any modpack:

Error downloading file for the following pack: Vanilla

Failed to download https://s3.amazonaws.com/Minecraft.Download/versions/1.5.2/1.5.2.jar
